Who are you (as a man) to judge the rulers that God ordains as the officers to bear his room? Notice that Paul here says that "he speaks as a man" for to give meaning to his exortation that followed, where on the later chapters then will reprove with the authority from above:

The Scriptures encourage us to repent and amend any ways contrary to Christ, (because his ways and thoughts are much higher than ours) and have that good faith that your daughter will be healed even from whatever determined, because our God is the ultimate test.
